About PIS

As per Management’s directive during the January 2017 Strategic Planning Conference, ICTD was tasked to develop a system for the data buildup of personnel information nationwide. Thus, a browser-based Personnel Information System (PIS Data Entry) was developed.This new PIS is accessible via the Wide Area Network (WAN) using the address /103.38.175.21/login.

One of the agreements made during the series of meetings with Human Resources Management Department (HRMD) is that the encoding/updating of individual personnel information will be done by each employee who will be given account access to PIS. Such account access will depend on the Employee Masterlist to be provided by HRMD. All entries made by the employee will be verified by the respective authorized PIS Officer as listed in Annex A. For employee who does not have access to the online application (assigned at terminal office or without email address), the PMO PIS Officer will encode/update and verify the information of the affected employee.

For guidelines on the proper use of the application, please refer to Annex B. Video tutorial will also be available online. ICTD will accept request from PMOs for tele-seminar on the use of PIS. A. Log-in to PIS
Description: All employees will be given access to PIS using his/her registered email address and password. Each authorized PMO/HO PIS Officer will also be given administrative rights to the system.
Employee/PIS Officer1.Using browser (Internet Explorer, Mozilla Firefox or Google Chrome) , navigate to /103.38.175.21/login.
2. In the login screen, input user name and password to access PIS. USERNAME = registered email address , PASSWORD = hr + last 3 digits of employee’s tax identification number (TIN) ex. hr058
B. Employee/PIS Officer Encodes/Updates/Prints Employee Profile
Description: All employees with provided account access should encode/update all information requested in the PIS to build-up his/her personal information. For employees assigned at non-connected terminal ports and without email address, the PIS Officer should encode/update the employee’s profile.

2. Once logged in, navigate to profile for updating and save the information
3. Click the logout link to exit the application
PMO PIS Officer 1. Do process A to login
2. Once logged in, search for employee’s profile for updating and save the information
3. Click the logout link to exit the application
C. PMO PIS Officer verifies encoded information
Description: PMO Personnel Officer has administrative rights in the system to verify employee’s encoded information to ensure compliance with CSC (Civil Service Commission) requirements.
PMO PIS Officer 1. Do process A to login
2. Search employee information and check encoded information
3. If incorrect, click “Return” button for employee to update his/her profile
4. If correct, click “Verify” button to indicate verified information
5. Click the logout link to exit the application
D. HRMD PIS Officer accesses Employee Profile
Description: Authorized HRMD PIS Officer has administrative rights to verify employee information of Head Office personnel. He also has access to PMO employee’s profile and print employee’s information (Personal Data Sheet) to ensure compliance with CSC requirements.

E. HRMD/PMO PIS Officer Uploads User Account Access/Other Information
Description: Authorized HRMD/PMO PIS Officer has administrative rights to create user account, upload user account template and encode/upload other necessary information.
